四、秋季学期留学生学习相关问题Questions related to the study of international students in autumn semester
Q1、留学生秋季学期能否正常来华学习？
根据教育部和黑龙江省统一部署，学校决定2020年秋季学期留学生暂不返校，返校时间待学校后续通知。当前在境外的全体留学生，在未收到学校返校通知前，严禁提前返回中国、返回学校。目前在中国境内的校外住宿留学生在未得到学校通知前禁止返校，学校校园一直处于封闭状态，校外住宿留学生禁止进入或穿行校园。
请同学们按照秋季学期网课要求，继续做好网课打卡，每天如实向主管老师报备自己上课情况，按时完成学校秋季学期的学习计划。如有任何问题，第一时间联系自己的主管老师。
Q1. Can international students study in China normally in the autumn semester?
According to the unified deployment of the Ministry of Education and Heilongjiang Province, the university has decided that international students will not return to school in the autumn semester of 2020, and the return time will be notified by the university. All international students are strictly prohibited from returning to China or school in advance before receiving the notice of returning to school. At present, international students living in off-campus accommodation in China are not allowed to return to campus without the notice of the university. The campus of the university has been closed. Students living in off-campus accommodation are not allowed to enter or walk through the campus.
Please continue to punch in according to the online course requirements of the autumn semester, report your class status to the coordinator in charge every day, and complete the school's learning plan for the autumn semester on time. 所有留学生将于9月5日-9日进行线上注册报到，报到办法请参照第一部分“秋季学期留学生报到流程”，如报到时间有变动，将会专门通知，请密切关注学校后续通知，以确认最后报到时间。
Q2. When will the autumn semester start registration? What are the procedures?
All international students will register online from September 5th to 9th. Please refer to the first part of " Registration Procedures for 2020 Autumn Semester". If the registration time changes, a special notice will be given.
Q3、如秋季学期因病或因事无法办理注册报到，如何处理？
如学生因病或因事无法按要求办理注册报到手续，继续进行学习，需在报到日期前5个工作日联系主管老师，确认相关事宜，如未经批准，逾期2周未办理报到注册者，按自动放弃入学和奖学金资格，学校将按自动退学处理。
Q3. What should I do if I am unable to register for the autumn semester due to illness or other matters?
If a student is unable to go through the registration formalities as required due to illness or other reasons and continues his/her study, he/she shall contact the coordinator in charge 5 working days before the registration date to confirm relevant matters. If he/she fails to go through the registration formalities 2 weeks later than the registration date without approval, he/she will automatically give up the admission and scholarship qualification, and the school will automatically withdraw from the school.
Q4、老生休学或复学如何办理？
学生申请休学，由本人填写《哈尔滨工业大学本科生休学登记表》并附相关证明，经院（系）批准，相关部门备案。办理休学手续的学生必须离校，学校为其出具休学证明。
休学到期学生，应按时复学。学生复学申请应当于休学期满前至少两个月提出，经国际教育学院、所在院（系）、相关部门批准后方可办理办理复学手续。休学期满逾期两周不办理复学手续者，视为放弃学籍，按自动退学处理。相关具体办法可咨询主管老师。
Q4. How to deal with suspension or resumption of study by old students?
If a student applies for suspension of schooling, he/she shall fill in the Registration Form for Undergraduate suspension of Schooling of Harbin Institute of Technology and attach relevant certificates, which shall be approved by the college (department) and put on record by relevant departments. The student who has completed the suspension procedure must leave the school and the school shall issue a suspension certificate.
Students whose suspension of schooling has expired should resume schooling on time. The application for resuming study shall be submitted at least two months prior to the expiration of the suspension of study, and the formalities for resuming study may be handled only upon the approval of the Collegel of International Education, the school (department) where the student is located and the relevant departments. Those who fail to go through the formalities for resuming their schooling two weeks after the suspension of schooling has expired will be deemed to have given up their school status and will be dismissed automatically. Relevant concrete method can consult coordinator.
Q5、留学生如何参加秋季学期开学前的补考？
根据学校安排，秋季学期留学生暂不返校，不参加学校组织的此次补考，留学生补考另行安排。
Q5. How can international students take the make-up exam before the autumn semester begins?
According to the arrangement of the school, international students will not return to school temporarily in the autumn semester, and will not attend the make-up examination organized by the school. The make-up examination will be arranged separately.
Q6、秋季学期有汉语进修生中文课程吗？
秋季学期，国教院为汉语进修留学生、预科留学生开设了多层次、多门类的线上汉语课，同学们可依据自己的汉语水平选择相应的课程进行学习，具体信息可以在国教院网站进行查看。
Q6. Are there Any Chinese courses for advanced Chinese students in autumn semester?
In the autumn semester, College of International Education offers multi-level and multi-category online Chinese courses for international students studying Chinese and preparatory courses. Students can choose corresponding courses according to their Chinese proficiency. Specific information can be found on the website of College of International Education.
Q7、学生签证超期该怎么办？
境内学生按学校要求注册报到，在距离签证有效期提前15天，可向签证办公室提出延长居留许可签证申请，学校将根据哈尔滨市公安局出入境相关部门的要求，依法依规协助学生办理居留许可延期手续。境外学生，因为疫情的不确定性，目前没有预计允许入境的估计时间。中华人民共和国外交部、国家移民管理局 3 月 26 日宣布，暂时停止外国人持目前有效来华签证和居留许可入境。目前留学生还不能入境，未来学校返校日期公告后，将协助境外同学办理签证手续。
Q7. What should I do if my student visa expires?
Domestic students who register according to the requirements of the school may apply to the visa office for extension of residence permit 15 days in advance of the validity of the visa. The school will assist the students to apply for extension of residence permit according to the requirements of the entry-exit department of Harbin Municipal Public Security Bureau. Students in abroad, due to the uncertainty of the pandemic, there is no estimated time to allow entry. The Ministry of Foreign Affairs and the National Immigration Administration of the People's Republic of China announced it will temporarily suspend the entry into China by foreign nationals holding valid visas and residence permits. At present, international students are not allowed to enter the country. After the announcement of the date of return, we will assist overseas students to handle the visa formalities.
Q8、秋季学期奖学金生活费正常发放吗？
奖学金老生，自2020年9月起，对在境内正常开学报到并参与学校正常教学的奖学金老生，正常发放生活费，对在境外的奖学金老生，暂停发放生活费，如能够按照学校要求参与线上教学，保证正常学业进度并通过学业考核，在返校报到后将补发全部生活费。
奖学金新生，对于未实际来华的中国政府奖学金新生，原则上待其正常来华报到并通过奖学金资格复查后开始发放，来华前生活费不再补发。
Q8. Are the stipend of the scholarship for autumn semester normally distributed?
For CSC old students, Since September 2020, normal distribution of the stipend will be given to CSC old students in China who have completed normal registration and participated in the school normal teaching. For CSC old international students who are outside of China, stipend will be suspended, and can be compensated later after returning to school if the students can meet with the requirements for the school to participate in online teaching and ensure the normal academic progress and through academic appraisal.
For freshmen(under the Chinese Government Scholarship) who are not in China will start to provide the stipend after they enter into China and register personally and pass the scholarship qualification review. The stipend will only be provided from the date of registration in-person in CIE. The stipend incurred before entering China and registering will not be reimbursed. The stipend cannot be compensated after returning to school.
Q9、在华保险是否还需要购买？
凡我校留学生均需购买相应的外国人在华保险。今年购买保险政策调整，所有学生需自行在网上购买，保险购买地址：lxbx.net，CSC涵盖保险费的奖学金生也需先自行购买，保险费用将在后续补发给这类奖学金生。目前不在中国大陆地区的学生暂不用购买，将来来华后第一时间购买即可。
Q9. Do You still need to buy insurance in China?
All international students in our school should purchase the corresponding foreigner health insurance in China. The insurance policy will be adjusted this year. All students should purchase the insurance online by themselves. The insurance address is lxbx.net，CSC students should buy the insurance themselves and can refund the insurance fee later. Currently, students who are not in mainland China do not need to buy it. They can buy as soon as they come to China
